Will amp handle single sideband (ssb) emissions?

No. Will handle some digital modes. Designed primarily for FM.

I have a uniden bcd996p2 digital mobile trunktracker v scanner will benefit me?

This is an amplifier for transmission only. So it will not help a scanner.

Will it pass the ctcss toneswill it pass the ctcss audio repeater tones?

Yes. The ctcss tones are already in the fm signal by the time it gets to this amp for transmit. For receive the receiver preamp similarly cannot strip off the ctcss either. It passes ctcss in both directions.

Can this amplifier be used with an external antenna to increase the range of a digital hotspot?

You would need the U25D for the DMR part it would increase the range of the hotspot but your HT wouldn't reach the hotspot in other words you would hear the hot spot but the hotspot wouldn't hear you so it would never activate also the emissions would be high around the hotspot you would be better off changing antennas on both for high gain antennas.
