Will it hold a Sousaphone?

I use it for my euphonium, and I believe a baritone would fit on it, but I don't think a Sousaphone will fit on it.

Will this fit a 4/4 tuba?

Yes, this is adjustable. I have used it with a euphonium to a 3/4 Yamaha to a 6/4 Gronitz.

Could this hold a marching Euphonium?

Who knows if this could hold a "marching euphonium", since there is no standard for such an instrument. Also, most instruments like that are designed to be played horizontally, and this stand is designed to hold instruments vertically. But regardless, this is a TUBA stand, not a euphonium stand, and most upright tubas are 4x the physical size of a typical euphonium. And even if this stand could be adjusted small enough to fit an upright euphonium, the instrument would be positioned much too low to be played.

Will this fit a St. Petersburg Tuba?

Yes, but only as temporary storage. It doesn't lend itself to being a performing stand. Too tall, awkward angle, etc. -Dave Holmes
