Is it safe on plants and vegetables?

The label says to apply a perimeter around the garden area you want to keep them out of and to not spray directly on edible plants. So I would be safe and apply near but not on plants. This is only my opinion.

How can I buy this in bulk-gallons, it works well, but spraying it regular on large areas is too expensive? The gallon jar is not available seen ?

They have the larger size now. It has worked great for me. Lizards like to get on my storm door. I just spray it around the door & front windows, and I never see one.

Is there a container to put the sticky pads in?

No. You peel the paper off, exposing the sticky surface. If you're lucky enough to catch something, it is a matter of throwing it into the trash. I found them to be quite disappointing, and collecting more dust and dirt than anything else. I do remember writing in my review the odor of the spray was dreadful. It took a week or so to dissipate. It's effectiveness was also questionable. My issue with lizards was finding them on my screened in lanai. In the end, I've learned to catch them in a cup, and throw them out on the lawn, hoping that the resident owls and hawks give them what they deserve.
