Can I use this if I used a oil based stain?

Yes and it works wonderfully. Almost all of the stain i use is oil based and this is the only poly i use.

Can this polyurethane be used on kitchen counter tops? I am planning on painting mine. Feedback please!

I consider “one coat” of any finish, especially on a countertop, to be insufficient. For surfaces that I know are going to get wet, I use a good exterior solvent based polyurethane. Varathane and McCloskey are good brands. And I apply three coats, sanding lightly between coats with 220 grit.
