Are the questions all new or is there overlap with the classic edition? And, if there is overlap, how much?

I've been playing most versions of the game for years. There appears to be little or no overlap and this set has a good range of questions, from easy to hard, that keep it interesting. I highly recommend it.

Are subjects such as History and arts only 40 years old as well?

No. There are many questions that are updated to be more current. But the questions about the past, such as history, art, and literature, still span back into the far past as well. There is a second deck of cards that are specific to a given year within the 40-year span of TP. These help earn a special token called the "ruby". The "roll again" spaces are gone, replaced with spaces to get questions about a specific year.
