Does it come with a microphone?

No but the Vive itself has a built-in mic - in front on the bottom - see the tiny hole right in front of where your nose would be? That's the mic.

Why will this take 1-3 weeks to ship?

Jeez. It's up to 1-2 months now.

Can you have audio come out of the strap and pc/video card at the same time?

Yes you can. Steam's support page under steamvr troubleshooting, audio, and "I can't hear what my friend is hearing in VR" reports how to do it.https://support.steampowered.com/kb_article.php?ref=8566-SDZC-9326#audio-issuesThe answer verbatim from this page says the following:"It’s possible to duplicate the audio signal being sent to the Vive so you can listen in to what your friend is hearing in VR through another pair of headphones or speakers. You can also record audio being sent to the Vive. To do this, right click within SteamVR, select Settings, and then select Audio. Under “Mirror audio to device” choose the audio device from the drop down list where you want to send additional audio."
