Connected Sky and Xbox One S to it and it does indeed down scale the B Port to 1080P. To get it to work properly, so the Xbox would acknowledge the TV properly, set the dip switches to "Copy HDMI Out A". Have not tried the Audio Optical output yet but I am about to hook up an Apple TV 4K which no longer has an Optical output. Thanks AppleOne point I would make there is no HDR to SDR conversion, nor did I expect it, so films in 4K HDR can look a bit washed out on the old 1080 P projector. However if you use a decent player that does it in software then the problem is solved. On the Xbox One I tested Plex, Kodi and Microsoft media player which you have to download by the way. Kodi probably gave the best colour mapping but Microsoft Media player was not to bad either Plex a bit iffy. Using the plex server at the backend with UPNP enabled. No transcoding required.
