A: Yes, DOT 5.1 is a "better DOT 4".  If you look at the product specifications, it says it meets DOT3, DOT4 and DOT 5.1.  Most notable difference in 5.1 is higher boiling point which is good for racing and high-performance applications due to brake heat.  To get maximum benefit, you should flush and replace the fluid.
