**Q: Is the 43" length measured from the top of the Velcro closing?**
A: Yes, It's right.

**Q: Do clothes hang on existing rid and this cover has a velcro flap to cover the hangers?**
A: Yes, this is just a cover.

**Q: Are these machine washable?**
A: I am not sure how they would survive the washing machine.  They are plastic with plastic zipper on cloth tape and have velcro closure at top.  I imagine the spin cycle would make them all wrinkly but maybe still usable.  I just wipe mine off with a damp cloth.

**Q: what is the material?**
A: The material of garment storage bag is 120g Non-woven fabric which is breathable and heavy duty .

Fits good for my shorter items, Its not as durable as another one I purchased for a bigger rack but does a good job of keeping the dust and dirt out. It's a little thinner than i would like, It's a little small but fits close and I love that it is enclosed.
