I don't want the small to fit too tightly? Your thoughts??** A: We got the small for our Malti-tzu who is 14lbs and 17in. girth and it fits him with a little room to spare (has adjustable straps) and we got the medium for our pug who is 23lbs and 25in girth. The medium is really too long for him but because of his thick broad chest & neck we had to get a larger size (he is only 15in from his neck to tail the malti-tzu is 17). The life jacket does have a neoprene belly band that is made to fit a little snug, but does not seem uncomfortable to the dogs (it has a small margin of adjustment to it). It's a very well made life jacket and you can't beat this price anywhere. Your dogs' girth is so close to the max for the small it could probably fit a medium but keep in mind that it would be long and maybe even a little loose.
