The bristles are fixed to the shaft of the head that clicks into the handle body, but that head shaft does move. You feel the vibration in the handle, but that is the same as most toothbrushes. You won't see as much movement as an OralB that twists the upper bristles and moves the lower bristles up and down, but they are comparable for cleaning IMO.
