I'll treat it as both. These chocks are really set up for use on a clean, dry, concrete or asphalt surface. If that surface has loose sand or dirt on it, the chocks will not hold as well as they would on a clean surface (the same is true of your shoes). I'm not certain about a damp surface, but I'm pretty certain that holding capacity would be degraded then as well ("slippery when wet" is not a new concept). I use the chocks to restrain an enthusiastic trailer on a mildly-sloped gravel driveway. No. These chocks are not ideal for an uneven or less-than-firm surface. That said, they have worked for me. Now to the alternatives that are mentioned: An old iPhone is not, in my opinion, a good choice (iPhones were never THAT fat). If you have an old Motorola "brick"--remember those from the early days of cell phones?--that might do the job as long as the high capacity battery pack remains affixed (I had a "brick" in the 90's). The 2x4 will work against mild displacing forces on near level surfaces. However, both the phone--the "brick"--and the 2x4 are more easily overcome than these chocks are. A straightforward static forces analysis quickly demonstrates that truth. From a safety standpoint, therefore, I prefer these chocks over the proposed alternatives. Go ahead. Be you. You CAN use whatever you wish to serve the function (that dried-up fruit cake from last Christmas should be added to your list).
