**Q: will these help reduce dimming/flickering in colder air?**
A: I would say....no. They provide no kind of electrical ground or anything that would effect he operation of the light. They are just a protective sleeve for when a bulb might explode.

**Q: Do these fit both the t8 & t12  4 foot tubes?**
A: It will only fit the T8 bulbs.
