The dye was starting to sting a little by the time I was ready to wipe it off, but once I removed it thoroughly from my skin, it stopped. And my white brow hairs were nice and brown again. The color and developer come in separate tubes, so it is easy to squeeze out just a tiny amount of each (that's all I needed). I mixed it on a piece of waxed paper with a q-tip and used the q-tip to apply it.
