Too early to say if it actually will prevent the liner from being cut, but since the pad is 1/6 the price of a new liner, it would only need to extend the life of your liner by 1/6 to let break even on this purchase. I can't imagine the pad doing anything less than doubling the life of the liner, so in one or two summers it should pay for itself. The only issue with the product is the description leads you to imagine your're receiving a quilted blanket made of very durable material. The fact is this is just one layer of a fairly thick felt-like material.
