**Q: I there a bottom to the insert? Or is it open at the base?**
A: Well, it has a bottom but the insert walls are not attached to bottom / stuff slides out of a compartment into the other ... id like the bottom sewn to the middle part so it is really separated.  It will suffice til i find a better one ... this could be improved 

Oh and itd be nice to have a little set of handles to pull it up out of pocketbook ... i have to take stuff out just to remove it as it has no tabs or pulls of any kind

**Q: My tote is only 3.5 inches in depth but 15.5 by 15 so I think it may work out?**
A: This insert is 12 inch long. It is short for my bag but I like that because I usually carry a bottle of water in the empty space. This is one of the best purchases I have ever made. You know exactly where everything is in bag.
