It's meant to skim the very top.For the price I think it's fine, could be a little less but I knew what I was getting.This shouldn't be your main net. Didn't fit on my pole due to the spacing of the holes though, so be aware. I'm actually using it as a hand skimmer, without a pole. I have found that it is most effective to skim with this net at a lower angle to the water. If you put it in the water at a 90 degree angle and skim, it pushes the water and debris out of the way rather than letting the water go through the mesh, and trapping the debris (because the mesh is so fine).
