does this ball have a tougher exterior

Not really its more like the foam you have around pipes at home for insulation. After a time bits come off.Perfect for indoor football with little kids but outside its soaks up rain water..

Pretty much football size, maybe slightly smaller. I know the sizing is not telling us anything but I have bought a few in the past and used the same seller. Some say 20 or 22 and still none the wiser. All the kids at school have them and they're all the same size. I used to buy them from Wilkinsons shop but hard to find them now. My daughter just bought one yesterday for £6 from the Entertainer and they were same size but had a variety of colours. If you have to pay P&P then best go shopping, see the size and colours and save money. I do go on a bit but hope this helps. Marie.

do you if this foam ball will float in water when wet?

To a point it probably will float because it is very dense foam (unlike a bath sponge). No doubt if you put some effort into it and really squeezed the ball hard under water, it would eventually absorb enough to saturate it and make it sink.
