Post shaving you can get bumps - these are caused by the hair follicle curling back on itself when regrowing and sinking into the sink rather than exiting - redness is the inflammation this then causes. When you use an epilator you are removing the whole hair follicle from the root - technically the bumps you are seeing are the bumps caused from it ration of that follicle which may become inflamed so different things causing the bumps! I would recommend a tea tree based soothing cream or lotion or anything natural antiseptic.
