All fans are a compromise. Most are too noisy for me. The appeal of this fan, is that it (not too intrusively) will make a gentle breeze which you can feel if you are up to a few feet away. And it is cheap. No, it doesn't oscillate. But you can adjust the angle and direction very easily. Please note, it is USB powered - not mains (way too fancy) - but works well for me sitting on top of my desktop computer when it is hot.
