The lights are at the end of little strands that you can manipulate to create different effects. This is a 10' railing and I used one 20' strand. You can select from a variety of lighting choices from still to blinking to a bunch in between. It's just a push button to select, though, so you have to keep trying until you find the one you like. The solar panel is strong - these lights stay on all night even with the short days of November.
