I'm a UK 12 and got a 3XL (which hurt my self esteem a little, but we go on). I found a little bit of extra room in the waist, but I needed the extra size to accommodate having wide hips. For reference my waist is 34 inches and my hips are 42 inches.One thing I'd definitely be aware of is the length - even at 5ft tall the skirt just covers my bum. This skirt is amazing thick material, very well made and has shorts on the inside. The only down side to this product is that because I'm quite tall and curvy, the skirt barely covers my backside and you can very visibly see my butt and the shorts under the skirt.
