This morning with a little bit of sunlight the other panel worked as though it had been charging all day. This panel didn't get any charge. The manual says to make sure the solar panel is exposed to direct sunlight without shade. It will work best when facing the sun. I set it up just that way. Perhaps where I live does not get enough light to make this work. The construction appears good.
