The openings on the woven slips are just on the corners. How can I fit all 4 rods in correctly.

Put the two rods on the ends through the holes and the rest of the cover will just go over the top of the others.

Can you take out the middle shelf to hang dresses and longer clothing items?

You need the bars for support but you might be able to leave the shelf material off and the dress would fall between.
