Can i use it to pump water?

It would pump water im sure but its meant for pumping fuel, there are pumps meant for pumping water at alot better price so get a pump for what it was used for and use a little common sense, not just this time but for the rest of your life. Think, before you ask ignorant questions. Before you act, THINK, for a little bit and use common sense before you do something you might regret later.

does this pump mount up to a 55 gallon drum

Yes, this pump has a 2" bung but the suction tube max length is 34" so you will need to replace it with a longer pipe.

Does it have calibartion certificate from manufacture?

This is not a certified weights and measures sorta meter... as in not for use in sale of liquids dispensed. That is usually done by a county auditor office.
