What's the size of this tool belt? Does it really fit 45 inch waist?

Yes this belt was fairly big, I still use the suspenders, but IV replaced all the pockets with kobalt pouches one by one. These started to sag after awhile I also used it as a drill pouch and hung my M18 fuel framing gun from it

Is it low quality of the buckle?

I am not sure what you are asking. The tool belt include the buckle is a very good starting place for this kind of item. This was for my son who has years of experience as a handyman, but just signed on as a n apprentice electrician a few months ago. He knew what he was looking for and this was his pick. It did fit all his tools, had the support for the belt he wanted. He says he is happy with it, but in a few years can see buying one better, but he would look at a high st priced one. When we were discussing took belts we decided that less expensive, but still good quality would be a good way to find out what he liked and didn't like in a tool belt. This was a really good option for that. He and I are both happy with it after using for several months.
