Can you mount photos on this paper without getting long term damage. It says acid and lingrin free.

It's acid and lignin free, so I would say yes. I haven't printed photos on it but I've printed patterns and used them for card making and scrapbooking.

Is this paper or vellum? It says card stock but also 67 lb vellum.

Jennifer, if you are asking if it is calf-skin, no it is not. I'm not entirely clear on the "modern" distinctions of papers called "vellum," "parchment," and "cardstock," but it appears to be a "finish" issue, not a weight issue. This is a very white, smooth but not shiny surface, heavy paper. I use it for posters and nametags. It feeds through my HP Laserjet printer with no issues.
