Is the game appropriate for children?

I depends on the age or understanding. The game requires the ability to think quickly on your feet - whether you're lying or trying to ask the correct question. I'm 26 and play a lot of high-strategy games with several friends and this game still can be a struggle at time because it is severely unbalanced against the Spy character. It has some accommodations for that, but overall I wouldn't recommend it for children younger than 12z

Is this version actually a board game, or is just the cards?

The game does not include a "board" except for a paper guide that shows the illustrations of every location. You do not use a board to play Spyfall. Instead it includes 30 decks of cards (one for each location).
