It appears in the picture that the secondary bass pedal is on the outboard side of the hihat is that correct? and if so can it be switched

No...this is a casting and it can not be switched over...only comes on the left side of the hi hat board

Why doesn't the hi hat stand assembly have rubber padding on the bottom? Why does it have velcro?

Absolutely to grip carpet better... Though, the fact that the left bass pedal is a part of this hi-hat rig helps keep it in place much better than a standalone double pedal and hi-hat stand. I have made brackets in the past to stabilize my left pedal by attaching it to a leg of my hi-hat stand. Ultimately, I'm happier screwing the left bass pedal to the floor -- it's hard to beat that... If this is an option for you (I understand it can sometimes be a rare option to screw into the floor) I suggest saving the money and purchasing exactly the stand and pedals you want.
