Can this bebused for baby frogs

Probably not for babies as they need bite sized food. Live or frozen bloodworms or blackworms are a good source of food for them too.

How do I open the can? I removed the sticker, but what's the next step? Nothing seems to open or turn!!

The "sticker" on the top is actually (or was) attached to a removable sealer strip that goes all the way around the top of the container -- this "top" turns, so you can select the type of food you want to feed your turtle -- look very closely to where the sticker was, but on the side, and you should see a place where the sealer strip meets it's other end....see if you can pry that up with a fingernail, or knife tip, and it unravels all the way around the top, allowing you to turn the top to choose one of 4 sections, and close the top as well - it's all done by twisting the top, and to twist the top, you have to get the sticker off -- the label that you removed on the top was originally attached to the sticker around the lid, but the material tears easily, and the instructions are vague -- hope this helps!

My african dwarf frog is inthe tank with my tropical fish. Is it ok to put these pellets in there because my fish may eat it they are greedy is it ok?

Yes, this food will not harm fish but of course you may end up over feeding if you are not careful. Make sure you observe the frog eating as African dwarf frogs are prone to starving when kept with fish.
