Can they be folded down flat for transport

You can probably fold them flat but they are for permanent installation so it is just as easy to remove them if you need to move the panel.

How easy is it to adjust the tilt? Does it require tools?

it has Allen screws that tighten and loosen it. Simply pull up or push down. Very easy install.

Is this for one panel or two?

Its for one panel. Easily attaches to panel with clear instructions. 

Can you attach it to hold a solar panel vertically on a wall?

As long as you can access both sides to put a nut and bolt on it. You could also use a wall anchor. I'm not sure I'd trust it with just a screw.....but if you have some basic mechanical skills, you should be able to get it to work.
