Where exactly do you measure the neck?

You should measure the neck and around the chest. I ordered a small based on the neck size but it did not fit around his chest so I had to return it and go up a size. When I measured his neck he was still within their measurements but very close they said it went to 13 1/2 he was at 13 then the chest did not fit

Will this work on a springer spaniel puppy? She has a 9 1/2 inch neck and is currently 13-14 pounds. We are trying to work on not pulling on the leash
