Yes, it can boost the pressure up to 160psi. There is a set screw that you can adjust the pressure of this pump. It's located on the pump head.

Can this pump work with a permeate pump?

Booster pump and Permeate pump are different types of pump and do not affect one another. They can coexist in the same RO system.

Can i use this so i can use water from a 5 gallon bucket? that way i can have r.o. water from my river if we loose city services during a hurricane.

Aquatec 8800 Booster Pump would be better than the 6800. And yes, the concept will work if you set it up correctly.
