Will this work on square d hom panels ?

We do not test our breakers in our competitors panels that's not to say it won't work but it will not be UL listed ~ you can confirm with SQD.

Will this work on a 3 phase wind turbine. 400 watt, 12 volt. Wiring between turbine and controller. 3 wires from turbine to controller.

Unfortunately no. It won’t work. You’ll need a low voltage breaker for that application. Twelve volts isn’t in the parameters of this breaker.
