What is the approximate life of the velcro? After how long does the velcro get less sticky?

It takes a long time. I still have some velcro items that are 15+ years old that continue to work as well as they did when I bought them. However, others not so much. Apparently depends on the quality of the velcro used (?). Not sure this helps, but these straps seem to be pretty good quality, at least so far.

what is the minimum and maximum diameter fit for 36 inch strap please?

Depends on what is being strapped. It will work on a box or a round diameter. I use it to secure our outside table umbrella when it's really windy and it works fine. The diameter of that umbrella when folded is around 10", and there's plenty of strap left. As far as a minimum, whatever is being strapped would need to have enough "strapping distance" in order to allow for velcro-ing the end of the strap to another part of the strap to secure it, if that makes sense. If it doesn't, perhaps someone else can provide the answer you need.
