So if I have no Internet to start with on the laptop and no disc driver on this laptop it cant be done i do have disc driver on another laptop

I wouldn't buy this one anyway as it seems to have problems with drivers. Most other units use a standard driver within windows 10 to operate, although they may update once connected. In other words, you plug it in, it functions immediately and automatically, allows you to connect to the internet and you're away. Hope that helps.

Where can i download the drivers for this device?

Not sure that I did. I just put it in a usb port in my laptop and it just worked automatically.
