Yes as long as your 1999 Saab 9-3 uses a screw in style tow hook on the front this will work for your vehicle and comes with the correct left hand thread tow hook bolt.

Yes this is the part for your Saab 9-3 and it comes with the correct left hand thread tow hook bolt.

Q: How does this look while mounted, does it cover the headlight at all? Also, how flush does it mount to the bumper?

The backing plate has 5 different mounting heights so it will not cover up the headlight as seen in the picture. The shaft of the tow hook bolt is 80mm or a little over 3" and will finish just past the tow hook receptacle opening since it is a left hand reverse thread.
