Does the 7.1 surround sound work on xbox and ps4?

On PC 7.1 out of the box is HORRIBLE. But, it becomes a good headset once you install DTS Unbound or some other package for spatial sound. It detects the headset on install and activates the license, so it's all good. Full price is a lot for what it is tbh but on sale is a great headset.

If I have a configuration on my laptop, if I use the headset on ps4 will it carry over?

You can save your settings to the USB sound card, it will carry other those settings if you use it on a different device without the software.

Does this headset hurt both ears and head?

Not that I have found. The ear muffs are soft and the headband adjustable.
