Q: What are the dimensions of this seat? My toilet seat is kind of old with dimensions of it are 17" x 12.5". Will that work.

I don't now how much of a perfect fit person you are so it's hard to give a "certain" answer. The seat measures 17" x 14". On my toilet the front hangs out a little but the sides are fine. We don't mind the hang out part. With your dimensions the side would hang out a little bit.

Q: Does the 17' by 14" measurement include the hinges?

The seat itself is 17". Add another 2" for hinges to bring it to 19"

Q: are they real seahorses?

I only have one in the center. Very lifelike, but it is not real

Q: Where is the seat made?

I don't know but it wasn't worth the money. Did not look like the picture. Hardly any shells in it.
