Yes, this phone supports both of those features.

Phone comes w-"Consumer Cellular' splash screen. Works as phone w-TMobile pre-paid, but no settings for WLAN/WiFi. Possible? Firmware is current.

A fully unlocked Nokia C3-00 with the SIM card removed will give you the choice of using the phone features without connecting to a phone provider. If this does not happen, then the phone software from Consumer Cellular is blocking the settings for the WLAN/WiFi. I have four of these phones and they all give me this choice at start-up. Note: This phone works on the 2G network and AT&T is eliminating in some area the 2G for more room for the 4G network. Something to think about in your future investment.

I only want a phone that can utilize android apps such as gmail/calendar, yahoo, youtube, and netflix... how does this do for that?

I can vouch for Gmail and Yahoo!, but you will have to contact the manufacturer about Netflix or YouTube. It is not a smartphone after all.
