The HERO8 Black has folding mounting fingers eliminating the need for a frame. A specific Floaty will also be available for the HERO8 Black.

Does the new Hero 8 have voice control for taking pics and starting and stopping video?

How waterproof is the GoPro black 8

It's not. The very first time my new camera was submerged it stopped working and the lens side screen obviously had water in it. When GoPro was contacted they said they didn't cover water damage. They are going to replace the camera, but without the $50.00 housing, IT IS NOT WATERPROOF.

looking to upgrade from hero 3 plus, what hard carring case and what bundle accessories from hero 7 black will work with the hero 8 black

Depending on what you'll be using your camera for, you may not need the case as you would for previous cameras. The 8 is built to be more rugged. I don't have a case for mine, though I haven't taken it underwater like I did my 3+.
