Q: Do these stay tight around the neck without stretching? I wear a uniform and looking for tight fitting shirts that won’t stretch when being tucked in.

I'll just cut to the chase. No. I bought a large hoping for them not to be too tight since they are compression fit. The neck is way too big and loose to be worn under a uniform and look good. I recommend looking at the C9 ones they sell at the bullseye store. They fit way better and look sharp in uniform.

Yes... two white seams one grey.

Q: My husband wears an xlarge shirt. Should i order an xlarge in this as well?

I wear a L normally, I got a medium. I didn't want extra fabric flapping around on my bike rides, looking for a tighter fit shirt. Hope that helps.
