Does this use the same short handle as the 180? I'm not seeing any indication anywhere beyond the extensions.

All handles will fit the Swiffer 180 and 360 Dusters. Our starter kits contain 1 extendable Duster handle.

Does the handle angle?

push in the white tab and yes the angle changes manually.

How do I put the duster on

Putting the duster on can be tricky.! The end of the handle is like a 2 prong fork . You hold the duster, slid the 2 prongs into the duster as close to the middle as you can.
