There are 4 to one pack so if you buy 4 packs you get 16. One pack 4 mice, two packs 8 mice etc

Does this contain captnip?

Actually, it does contain catnip. I thought it didn’t. I opened one up and found catnip in all of the mice

Where are these toys made?

I have no idea. My guess would be China but I don't know for sure. My cat loved them and I don't have the package any longer. Sorry I can't be more helpful

Do the eyes fall off?

The eyes did not fall off and this is one of my cat's favorite toy!
