Why does the chrome material on the platinum skull shaver flake off?.

Because it’s plastic coated with fake chrome this product is cheaply made and over priced

Is it good for shaving my balls?

No. I wouldn’t try it for any body hair removal. For shaving balls I would recommend “Manscaped Lawnmower” which I use and is brilliant- available on Amazon.
