Does MZ4250, the owner of the actual models know that you are printing these and selling them, and by doing so violate the creative common license?

mz4250 licenses many of his models under creative commons attribution. So as long as they're only using those models they're fine selling the prints as long as they credit him, which they do in the description.

Does the scale match official d&d minis? I bought some likes this but they were to big.

Mostly yes, I feel the gnome wizards are a bit tall, but everything else is very close to the 28mm scale. The Ogers are larger like ogers are.

do i have to prime these?

Yes, you would want to prime them prior to painting. They appear to be 3d printed with probably a quick wash before packaging. They are good for what they are though.
