MLV is a reflective sound barrier. It will block the noise from the outdoors coming in.

Is this able to adhere to a wall?

You would have to fasten it with mechanical fasteners such as nails, screws with washers or heavy duty staples.

To soundproof a ceiling in a basement, can i staple mlv to the ceiling & use green glue & acoustic adhesion spray to the attach acoustic tiles to it?

You Can But Know It May Slightly Break The Sound Proof Barrier But Where You Do I Would Use Two Layers And a staple Different Points On Both Layers But If You Don't Mind The Breaking Of The Acoustic Proof Barrier Then Yes You Can. And You Can Use Double Sided Tape To Stick Your Foam Pannels On The Vinyl I Hope This Helps You.

Can i install this on my backyard fence for sound proofing from road noise? (the vinyl will be exposed to direct sun, rain, uv, wind, in ca weather)

Not recommended as it is likely not UV rated. Better to integrate it into your wall.
