Can this product be used as a leave-in conditioner? Or must you wash it out?

If you use a small amount & work it through you hair, it works great as a leave in conditioner. I have very thick bobbed hair so I use 2, quarter size, blobs to get everything.

Does my hair need to be wet before applying this?

Yes, it works a lot better after it has been washed!

Does the fragrance rinse out of the hair or does it remain? Is the fragrance strong?

The fragrance is not strong and yes it rinses out of the hair. I towel dry my hair then put some in and let it stay on for a few minutes then rinse It is great!!
