Did anyone who ordered these batteries get batteries and packaging that clearly said Pre-Charged Rechargeable?

No. Package did not say precharged. Had to charge the batteries before use.

Ard they rated for 1.2 or 1.5 volts

The ones I received were 1.2. IKR!?
