Do you think this would be good for a gym locker? Would hte numbers be easy to access?

I don't see why not. The locks are very sturdy and lock tight. They are heavy for a small lock. The numbers are very easy to read and twist toward you. It is not a thick lock and might be more east to cut compaired to a Master lock for example. It would serve two purposes for you: a gym lock and a travel lock.

what is dimension of bail when closed? ie space between body of lock and top of bail when closed

More then 1/2 inch almost 3/4 on mine. These are really good locks.
